The most similar instance of this kind of (ahem) colonialism qua "nation-building" would be French Algeria, not Vietnam (though maybe it bears some similarity to Indochina, too). And the kinship between Iraq and Algeria is a pretty glancing one. The French didn't search Algerian women, they'd been there for nearly eighty years, and there were French nationals living in Algeria.
